iPhone Text Tone

I don’t seem to be able to “lock” my watch to have my phone make a text tone noise. I’ve read that with the newer iOS it’s not on the Apple Watch anymore. I tried turning the water feature on as a read suggested but that did not make my phone make its text tone noise.

I believe I am able to see a notification but not hear it on my phone. Anyway to make the text tone noise happen and not have my watch alert me with a vibration?
