No text tone on phone when on Lock Screen when paired with my watch
What do I need to do to fix my text tone on my phone in Lock Screen when paired with my Apple Watch?

Your iPhone and Apple Watch are working as intended. Notification will go to only device, your iPhone if that is the device you are using at the moment, or the Watch if your iPhone is locked.
