When trying to upgrade, it says that it can't be found and my OS is up to date for my MacBook Pro (Retina, 13-inch, Late 2013) I should be able to upgrade, why can't I?

When trying to upgrade to Catalina, it says that it can't be found and my OS is up to date for my MacBook Pro (Retina, 13-inch, Late 2013). I should be able to upgrade, why can't I? I've tried from the App Store and from my MacBook Pro itself.

Thanks Steve from Tacoma at AppleCare. He ended up taking me through the recovery mode (Option+Command+R) on start up. When going that route, Catalina was the option to recover. I installed Catalina and love the new features. It works perfectly. I still don't know why Catalina wouldn't download normally, but this worked.
