Disabled IPad Deleted but then Found
I lost an iPad and then found it. It’s been disabled and deleted from Find My IPhone. How can I reactivate it?

Then bring it to an store or authorized repair shop along with evidence of the fact that you are the owner - like original sales receipt - and they should be able to help
