I have just ordered a new iPad and have prepaid the cellular data on it. How can I make it actually work on the iPad? Thanks.

Actually, Apple’s website asked if you wanted to purchase the optional cellular data connection capability for your iPad. Many iPads (such as mine) use Wi-Fi only, and cannot connect to cellular data. You chose to purchase a cellular-capable iPad. Now, if you choose to use the cellular capability you purchased, it’s up to you to choose a cellular carrier and figure out how to pay for the data to the carrier you choose.

I have no idea how T-Mobile specifically works.
Did they give you a SIM card for your iPad reflecting your pre-payment?
Read the above article carefully and if doesn’t answer your question, then seek assistance from T-Mobile. But I can tell you choosing “Add a Line” cannot be the right answer.

I click on T-Mobile then this pops up when I click add a line it asks for my phone number

There are no instructions saying you should do anything like that.
But you said in your original post you’re going prepaid!
It asks for your phone number for a different situation- adding your iPad to an existing postpaid cellular telephone account.
I had paid for it when I purchased the iPad, I just want to know how to make it work. What am I supposed to click?
“Go prepaid”.
Isn’t that exactly the action you took?
Yes. I click that and it gives me options to pay for but it doesn’t show that I actually already paid.
