From the article "Change the wallpaper on your iPhone" at https://support.apple.com/en-us/HT200285 there is a screen shot that shows an option to set a wall paper to both the home screen and the lock screen. But that option does not appear on my iPhone. How do I set the lock screen and home sceen to match on iPhone 7, iOS 13.1.3?

Force close the settings app. The restart the phone and try again.
Double tap the home button to get to the recent apps. Swipe to get to the Settings app. Swipe up on the settings app thumbnail to close the app. Restart the phone and try again.
One other thought, are you using a photo that you took or saved on the device or is this one of the built in wallpapers? If it is one of your photos, it might be corrupt. Have you tried another photo or wallpaper?

After you select the photo that you want to use, are you tapping on the word “Set” in the bottom right corner of the screen? When you tap on that, you should see the options to set it to both the lock screen and the home screen.
No, I suggested this because there may be some cache that gets erased when doing it. If that does not work you may have to erase the device and set it up as new.
Well, that is what doesn't happen. Tapping on Set just invokes a progress spinner and sets the background that is displayed while the phone is unlocked. I can't make a screen shot of this as the photo waits for then running process to complete before making the shot.

Of all the settings that are reset by the process described are there settings related to this that I can view and adjust directly?

I can't believe that we'd actually have to reset the system as new just because something minor went wrong.
No one would ever be able to find out what is the cause of the issue.
