Hello, I was wondering if anyone knows if you can buy an Apple Watch series 4 with Out cellular data on it from the USA and step it up in Canada? I have done this will an iPad just reset it to factory settings and clicked Canada and has been working well ever since.

If you want cellular capability then you need to buy the Cellular model. You don't need to activate the cell service with a U.S. carrier however.
If you buy the GPS only version, then it lacks the cellular hardware, so it can never be made to use cellular.
The iPad you bought must have been the cellular model, again without the cell service needing to be active.
Note that the Watch's warranty will only be valid in the U.S. so you will need to return it to the U.S. for any warranty service it may require.
