If I removed a device from my iCloud account can I still recover the pictures because they got all deleted?

You can log back into the iCloud account on the device and it should redownload any pictures in iCloud. You can then remove the iCloud account again, and answer yes when asked if you wish to keep the pictures on the device.
The pictures should exist in iCloud regardless, unless you manually deleted the photos for some reason. Removing a device from an icloud account does not affect the contents of that iCloud account.
You can log in to https://icloud.com from a computer with the iCloud account from the old device and see if they are still there in the web Photos app.
If that does not help, you will need to explain exactly what you did.
