Dictation stopped working after most recent update

My iPad Pro recently updated to the 13.1.3 version of iOS and now dictation will not work at all. Not only does it stop after you say one word, but it doesn't catch the word either and types out something wrong and the cursor jumps to the top of the screen.


The whole reason I bought the iPad was so I could dictate patient progress notes. If I can't do that I have no use for it!!


Any ideas how to fix this??


Is there a way to go back to the previous iOS which seemed to work?

I tried "Reset All Settings" on my iPhone. My screensaver and my preferred text size are now gone, but dictation is still unusable. Same as before. It gets one or two words at random times, but misses 90% of the spoken text.


I also tried a soft boot as recommended in another thread on this same problem, which did nothing to fix the problem.


I prefer not to try random fixes unless you have located the cause of the problem and have verified a fix. Please let me know when that has been done for 13.1.3.


PS, my wife has an identical iPhone 6s with the same iOS version and dictation works fine on her phone.
