I'm also having this issue.
I tired opening "Security and Privacy" when in Safe-Mode and the issue still occurs. When I attempted to log in using the guest account (to test with a another account) I was unable to log in.
Additional issues I've been having are:
-When I open Calendar, and attempt to create/edit dates, Calendar locks up and either takes minutes to load the information for that date, or won't do anything. Location data no longer loads when I attempt to enter it (map doesn't populate).
-When I try to open the new Music app, it doesn't open. It just continues to bounce on the dock until I force quit it.

27" late 2012 iMac
3.2 Ghz i5
8GB Ram
I realize that this is close to the end of support date for this model for Catalina, I just want to make sure that this issue won't continue if I copy over my backup date to newer hardware.
