Where do I find earlier versions of MacOS?

I need to update from Yosemite to High Sierra. I can't locate this version on the App Store. Where can I find it? (Our organization will not allow us to move to Mojave yet.)

MacBook Air 13", OS X 10.10

The only place to get MacOS is from the Mac App Store.

Does this machine belong to you or your organization?

If it belongs to the organization, and they are an Apple business customer, they should have additional resources available to them to obtain previous versions of macOS.
