Someone else using my @icloud.com email address

I’ve been receiving emails from someone who thinks that their email is my email. Example my email janedoe@icloud.com and when she registered for Uber, Instagram and others, she’s using that janedoe@icloud.com email - hence I receive all of the “confirm your email” emails. How do I contact this person to ask them to stop using my email? Can apple alert them somehow? Through the Instagram she tried to create (I have the username)

This is not as uncommon as you might expect, though by what thought process someone decides that they own an email address which in fact they don't I can't imagine.

It's difficult to stop. The only way is if one of the firms she has contacted was also given her physical address - as would be neccessary if she was purchasing a physical item: then you could contact the firm and ask them to write to her telling her the situation. Of course if they only know her email adress then they are in no better position than you. I don't see how Apple can help - if the only contact with her is this email address then there's no contact at all.
