Bottom dock icons freezing

I've had to restart my iPad several times to clear this issue in the three week or so but it's been happening since the iOS 13 updates. Some of the icons across the bottom dock are unresponsive. This does not happen to all apps. I am seeing the issue with Instagram, Chrome and YouTube specifically. When this is happening the icons on the screen above are responsive as normal.

I'm using iPad 5th gen with iOS 13.1.3.
