Free Apple tv on more than one device

If I purchase a new Apple device and get a 1 year free subscription to Apple tv, will I also be able to watch the apple tv subscription on my new Samsung Tv that has the built in apple tv app?

Yes.

If you were paying for Apple TV+ it would be available on all your devices. So the free year you get for purchasing a new Apple TV should also make it available on all your devices.

You likely have to sign up for the service on your new, qualifying device, to be eligible for the promotion. The offer will be presented there in the TV app.
