I am not sure why this works but if you "edit" the image of one of your contacts and save it, that contact's image will show up full screen the next time they call.
You really do not even need to edit the image. You just need to make a small adjustment to the position of the image for the contact to have it show up full screen.
The only bummer is you need to do this for every contact you want to show up full screen.
