iPhone battery replacement during warranty

Is it right to be asked to pay for the battery replacement for an iPhone SE as long as it still is covered by warranty, in an official Romanian Apple reseller service?

If you have AppleCare+ battery repairs are covered. Otherwise, generally not:

If the device was originally purchased in a different country, you may have to take it back to the country where it was originally sold for service.
