Does the Apple Store offer that $29 battery replacement in 2020

I just had a diagnostic ran on my iPhone and I have had my device a little over a year so it’s out of warranty and it says that I need my battery replaced. Are they still offering the $29 battery Replacement. The Apple representative didn’t know what I was talking about and she couldn’t confirm or deny. Regardless my battery shouldn’t need to be replaced My phone is a little over a year old
