iTunes won't update playlists or songs; won't allow access to old music

About two weeks ago, my iTunes on my laptop stopped updating playlists or songs that I made or downloaded from one of my other authorized devices. I also do not have access to a large amount of my music on my laptop. The laptop remains authorized, and if I sign-out and sign back in, there are no changes or updates to any of the infomation.

Windows, Windows 10

Neither of your links provide assistance for my issue. I am not trying to sync my phone to my laptop. I am not having a problem playing music; the music is not there.

To say in another way: iTunes on my laptop is no longer updating/syncing to my Apple ID account. All the songs that are on my iCloud that I did not download to my laptop are not accessible on my laptop, but remain accessible on my phone and desktop. If I download a song or edit a playlist on another authorized device (my phone or my desktop), iTunes on my laptop does not update/sync to those changes, but the changes ARE made on the other device. To provide a specific example: If I make a playlist and download a song on my desktop, the new playlist (and song) are immediately available and playable on my phone. However, there is no existence of that playlist on my laptop, and I have to check recent purchases through my Apple ID on my laptop to manually find the song. And still, many songs that have been on my iCloud for over a decade are not present anywhere on my laptop's iTunes.

When I attempt to turn on iTunes Match on my laptop, I receive the following message: "This account does not have iCloud music enabled. Apple music has not been linked to this account." However, when I check my subscription, through THE SAME ACCOUNT ON iTunes, I have under Active Subscriptions: "iTunes Match (1 year); Next billing date: May 6, 2020."

How can my account simultaneously not have iCloud music enabled, but tell me that the service is active and I've been charged for it? The service works fine on my phone and desktop.

Why is there no box for "This response is not helpful." or "This did not solve my question."
