My iOS device has is 12..4.1 and wants to update to 13.1.2

The wifi and power is correct but isn’t updating and hasn't been for while.

I'm guessing at this point that you are trying to update over the air? If that is the case, then see this for troubleshooting over the air updates, Get help with over-the-air iOS updates - Apple Support


If that does not help, then connect the device to the computer and the latest version of iTunes and update in that manner.

Have you done anything to the device. The troubleshooting steps in the support document I provided suggest that you do a force restart of the device to get the process started all over again. You may even need to delete the current download you have and then download again and restart the process. If you continue to have issues with over the air update, then connect to the computer as I suggested and update that way.

My iPad has been requesting update and has been trying to install the download later this evening for over a week now. Contacted customer support... I need to contact them again and speak with a specialist. They wanted me to wait to see if it’s just taking a bit longer than expected (😱uuhhh! I would think 5,6,7 days might just be a bit too long perhaps🤤). I gave it a go what’s a few more days...still nothing. I’ll keep you posted on the outcome and steps if, how and when it’s resolved.
