catalina desktop icons

Since installing MacOS Catalina I cannot set desktop icons to show in preview mode. The "show preview mode" box is checked but all icons show the icon for that particular file type. Applications however do show the proper app icons.

Several people have posted about this but no solutions, is there a way to show desktop icons in preview mode?
