Books on Macbook Pro *NOT* Sync after os reinstallation

I am having issues with Books syncing across apple device. I have a Macbook Pro, iphone X and ipad pro. Before I completely reinstall Mojave on Macbook Pro, Books is working perfectly to sync books across all devices. For example, when I open a PDF or ePub file on Mac with Books, that book will automatically sync to iPhone and iPad in a while. However, after I reinstalled Mojave (10.14.6) on Macbook Pro, its Books get empty won't sync back the Books on iPhone and iPad. And when I open ePubs in Books on Macbook Pro, they are not sync to iPhone and iPad anymore. I have checked the Apple ID of Books on all devices and they are the same. I also checked on iPhone and iPad Settings->Books->Syncing/iCloud Drive is ON.

How can I get the devices syncing Books again? Thanks for any advice.
