My new IPhone is stuck on this page when I updated the iOS as the device said while I was transferring data.

Since the iPhone has been restarted, try the steps in this link under "If your device turns on but gets stuck during start up": If your iPhone, iPad, or iPod touch won't turn on or is frozen
