Weather app on the apple watch always loading weather

I had this issue tried all of the suggestions rebooting, location services, pairing watch etc. still a no go.

After looking through Mobile data I noticed I have 2 weather apps, Weather Network app as well as the Apple Weather both of them were enabled for mobile data. I disabled the Weather Network app for the mobile data, The apple watch weather worked again; I then Re-enabled the Weather Network app to use mobile data. All still working, I also made sure both weather apps had the same default location. Hope this helps.
