Still asking passcode after restore & restart

I have been asking passcode after the iphone 6 plus restored and restarted twice. Earlier the restore & restart was done due to forgotten. How to solve this problem? I dont see any clear answer on this case.

Passcode - If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled

Yes, Have follow the steps exactly, otherwise the iphone 6+ could not restore and restarted, twice even!
