iPhone 11 Pro Stuck on Lock Screen

My iPhone 11 gets stuck on the lock screen consistently. The lock icon at the top shows "unlocked" yet my phone will not actually unlock. During this it also does not react to touch or swipe up. It isn't "frozen" because alI notifications and things occur normally. I have turned off FaceID and Passcode. It didn't work. I have done many force restarts which also doesn't work. Eventually after several force restarts I can get the phone to open. I guess my next step is to do a full factory reset and install my latest backup.

Yes, perhaps something could have gone wrong during the update process. I would install a fresh copy of iOS, making a full backup of your device's content, then restoring it to factory settings and, in the end, setting it up as new, following these steps:--> Restore your iPhone, iPad, or iPod to factory settings - Apple Support

Restore didn't work. Hello screen is there but the phone won't let me swipe to open. It's like the screen isn't recognizing touches.
