Find My iPhone Activation Lock - This is a security feature, in part to deter re-selling of stolen devices. --> http://support.apple.com/HT201365
Turn off Activation Lock --> https://support.apple.com/HT201441 - An activation lock can only be removed using the log-in information for the account that applied the lock.
If you are the original owner and have forgotten the log-in information, try to recover it:
If you forgot your Apple ID [this is likely an email address you are using or used in the past] --> https://support.apple.com/HT201354
If you forgot your Apple ID password --> https://support.apple.com/HT201487
Apple may remove a lock if a person can provide sufficient evidence of valid ownership. The device is normally taken to an Apple Store with identification and the original sales receipt. I.e., the receipt when the item was sold to the first owner, and preferably by that person. There is apparently no set policy (I asked at an Apple Store) and a store may simply refuse, particularly if they are not satisfied you have proven ownership by provenance.

If you are the original owner and you still have the receipt/invoice, you can go to an Apple Store and show that document. They will unlock it for you.
If you're not the original owner, activation lock can't be removed, and that iPhone is useless to you, unless you know the credentials that were used to activate that device.

According to the person with whom I spoke at an Apple Store this is not a given. It is up to the Store and if they believe you. Obviously the more convincing the evidence you can present, the better the chance of them doing it, but it is not an official Apple policy (at least I have never seen a support document mention it) so you're really asking for a favor, not requesting an official service they are supposed to fulfill.
Read the things we have posted already. The links I provide should appear in your own language if your Apple ID is set to another country.
If you are the original owner and have forgotten your information, use the link I provided to try to recover it. If you cannot remember this information then several of us have posted about taking it to an Apple Store and requesting they unlock it. Read the posts please. We do not work for Apple. There is nothing we can do for you other than provide information on things you need to do.
If this is an Apple ID from somebody else, a former owner, you will need their information or the device is useless to you. You can never unlock it and Apple will not unlock it for you.
Next time, I'll add "probably" to my sentence, even if, when this situation occurred (2 or 3 times), the OPs I replied to (original owners with a correct recepit/invoice addressed to them) were able to have their devices unlocked at an Apple Store.

The Apple Store can't unlock the device period. The person would need to contact Apple Support and submit the requires documents to Apple. Once that is done Apple would contact the person for further information then remove the Apple ID from the device. THATS THE ONLY WAY
That's odd because when I went to an Apple Store asking about this they said yes, they have helped people with this. Maybe going to an Apple Store helps because then they know it isn't a falsified image of a receipt.

Apple Stores WILL NOT UNLOCK THE DEVICE PERIOD. They will have the Customer contact Apple Support
