my iPhone xs screen is unresponsive. I have tried restarting and updating it from my laptop, but it turns on and It does not respond to touch. When I plug it in onto my laptop it states to go to support.apple.com/iphone/restore before I try to restore is there another way to get the phone screen to respond?

You should try the recommendation and restore your iPhone. I would suggest a backup restore.
