Who sends you a bill for phone service? That is your carrier. They are the only one can release the lock they are holding on your iPhone.

Use the Contact Support link at the top of this page and you can ask the Apple CSR who the phone is locked to. You will need the serial number or IMEI.

If you got the phone from someone else you need to have them contact the carrier they used the phone on to see if they can have it unlocked. Policies for carriers differ. If it’s your you need to contact the carrier you originally used it on.
