Safari crashes constantly after an iOS update 13.1.3

Hello. After 13.1.3 update, safari isn't working more than a few minutes. I investigate that it's connected with WebsiteDataStore, because first is crash logs from itunes sychronization which displayes same error with different threads for example:

Second is in settings app > safari > addition > Website Date shows always 0 byte and empty list after any site visiting (within this 2 minutes of working).

Standard steps for safari bug is done and useless:

  1. Reboot
  2. Clear data and history
  3. Wifi check

Another browser and apps are working, but embedded webview has also this behavior and spoiled ipad use.

iPad, 13
