Cellular data for apps automatically turns off?

Hi, I've run into a pretty inconvenient problem today regarding the cellular data with my apps. I will go to turn on data for a specific app, and then it automatically turns back off right after I turn it on. For example, I turned on data for Safari when I was in my car to look something up, but then when I opened the actual Safari app it says there is no internet connection, so I go back to the cellular data screen where I just turned the data on and it says data for Safari is turned off. This is occurring with all my apps that didn't have cellular data turned on prior to this morning. I have tried doing a reset in settings, restarting my phone, updating and backing up my phone, turning on airplane mode and turning back off, and making sure roaming is enabled for voice and data with no success. I am not sure what to do at this point. Any advice would be appreciated, thank you!
