Voicemail setup

Unable to setup voicemail. Followed all the instructions. Called from my phone, called from another phone, reset network settings

Voicemail not working i am trying to set up my voicemail, but when I press on the phone app and push voicemail, it only gives me the option to call voicemail. When I push this it does not take me anywhere because I do not have on set up and I can not find anywhere that allows me to do so. I have reset my network settings and my phone but nothing has worked.

If these are the instructions you followed: Set up Visual Voicemail on your iPhone - Apple Support

The last step states:

"If you still need help, contact your carrier."
