I apparently have the option of staying with iTunes as my library or using iTunes ( I have Windows10). All I will be doing is using the service is for syncing. Does iTunes charge for that?

when I try to update iTunes, they keep trying to charge me a monthly fee.
isn't there someplace to go to just update new sync software for iPods?
I have seen it recommended once but never linked to a download!
