While trying to update Safari to 13.0.3, I get a message that says "Safari cannot be updated because Its extensions are in use by "Spotlight". Click OK and quit the application. I quit Safari, but don't know what to do next.

Try a restart and then see if you can update. If necessary, try booting into another admin user account to see if you can update there.
