If you are buying from Apple directly, you can tell because you specifically asked for a cellular model or not.
It will also have a different band at the top back and a sim card slot on one side if its cellular. Also the model number will identify if its cellular or not.

There are wifi only models that only use wifi, or for a cellular model you can buy a cellular model and not sign up for a service plan (although really why pay extra for cellular when you don’t plan to use it?0
The only catch with cellular is that not all carriers are the same, in that they dont’ all use the same technology. A device meant for Verizon cannot work with Sprint or AT&T, so if you plan to eventually have a carrier you may wish to think ahead.
