Apps keep refreshing in the background and crashing

I own an iphone 7 and have kept my phone mostly updated to the newer ios versions as they come out. Ever since iOS 13, the apps on my phone are constantly refreshing in the background and crashing. I looked it up and turned off the backround app refresh but it's still happening. Trying to google the answer using Safari and it would take awhile for Safari to even register what I type in the search bar and would crash constantly. Several other apps have continued to do so even if they are updated.
