I am having a problem with the sound of built-in mail notifications. Sounds completely disappeared. In locked mode, the screen lights up, but there are no sounds. Sounds and vibration on the apple watch also disappeared. In the settings, all notifications are enabled. Resetting did - does not help. At the same time, all notifications from other applications work correctly.

Try a Manual Restart:
Shut down your iPhone, then power it back on. But, do so manually...
On your iPhone...
Everything turned out to be simpler. The problem was solved by reinstalling the standard mail application)

With Sound Being the Issue:
Reset the SMC and the NVRAM. Sometimes changes are made and then the system’s settings become corrupted, technically.
Perhaps the Microphone is Dead...
Is this phone less than a year old? If so, take it into you local Apple Store, setup a Genius Bar Appointment, and see if it can be deemed a Faulty Device. So, setup a Genius Bar Appointment.
I would also contact Apple, and see what they have to say.
