Latest IOS for Ipad Mini 1st Generation Wifi Only

Apple lists the latest software update that must be done is 9.3.6 for the latest Ipad Mini 1st Generation (wi-fi only). However, mine is stating that 9.3.5 is its current and that it is up to date. Same for when it is plugged into iTunes.

Is this correct?

I has had a full factory reset and set up as new iPad.

It is currently my belief that as it is wi-fi only and no cellular, there is no GPS error to fix. I just don't want to be wrong and have it cause issues.
