I have an iPhone 5c which reports it is running 10.3.3 AND that the version is up to date . . . the current version. I also loaded iTunes and that also says 10.3.3 is the latest version. What more can I do if the phone itself says it is up to date?

If you want the latest ios you will need to buy the newer phone.
The iPhone 5C is not affected by the November 3rd GPS issue, thus no update is required.

You are wrong. What makes you think that you have the 5 instead of the 5c? Those are different. The 5c is not affected, only the iPhone 5 is. The 5c has an updated GPS module and therefore it's not affected. The 5c will continue to work just fine after November 3rd.
