Readind ebooks on iPad
If I download a book on my I-phone, can I afterwards read it on my I-pad?

This is dependent on where you downloaded the book. If you downloaded the book from Apple Books then yes you can start a book on your iPhone and pick it up on your iPad and vice-versa.
