Can I connect a webcam to an iPad for video conferencing via Zoom?

I'm looking to put together a video conferencing set up for a non-profit. It'll be used for that as well as play back and live streaming of videos. We'll use Zoom for the conferencing, get a smart TV, a wide angle webcam and either a laptop or iPad. The main question I have is whether to get a dedicated laptop or iPad, as I have heard that webcams don't connect to iPads. Any suggestions would be much appreciated. Thank you!
