I’m trying to transfer my pictures from my older iPad to new one. I did an iCloud backup and purchased more space to copy over my 1200 pictures. When setting up the new iPad, I chose to restore the recent iCloud backup. But none of the pictures copied over. What am I doing wrong? How to see all those pictures on my new iPad. Thanks in advance.

If you use icloud photo library, it isn't part of the icloud backup.
If you use icloud photo library, you will need to hard copy or backup the pics to an external drive.
Per the link - you sign into your icloud account on your new ipad and turn on photo.
Can you clarify —- if my iPhone and old iPad has the same 1200 photos, then I’m using iCloud to see them? That’s what I would like on my new iPad. But when I go into icloud and the turn on iCloud photos, I still do not see my photos even after waiting 10 minutes.
Ok...then maybe that’s not what I want to use. Then how can I physically make a copy of my pictures to my new iPad? Thank you
I don't know you tell me if your syncing to icloud or backing up to icloud.
if you turn it on 1200 pictures isn't pop up right away, it may take some time.
