SMS instead of iMessage

My son's iPad mini will not send a message to this recipient. All the help that I can find says that if they are not registered with iMessage the text will be sent as SMS. In my case the send icon (up arrow) will not respond to touch

SMS shows “Not Delivered” My mom recently got a new iPhone XR, but when she tries to send any SMS messages to people without an iPhone, it shows “Not Delivered”. She can still call and receive SMS messages. In the iMessage settings pane, the “Send as SMS” setting is enabled. This is happening with multiple people too.

Cannot change iMessage to SMS I want to send a text message to my mom, who also has an iPhone but does not have internet. I already turned off the iMessage option in settings but the message app automatically tries to send my text as iMessage and not SMS. I looked it up and in some tutorial I saw that some people have an option called “send as SMS” in settings but I don’t have it. I’ll attach some pictures, maybe someone can help me 😔

For him to send SMS texts he needs to have an Apple ID/iCloud connection with an iPhone. The Mini can't send SMS texts.
