My mom recently got a new iPhone XR, but when she tries to send any SMS messages to people without an iPhone, it shows “Not Delivered”. She can still call and receive SMS messages. In the iMessage settings pane, the “Send as SMS” setting is enabled. This is happening with multiple people too.

I would try resetting the networks first. If that does not work, reach out to the carrier. If they find nothing wrong, definitely reach out to apple. I have an XR (not new, but a new problem) and I am having the same issue and am currently working through it with a T2 tech since the carrier sees nothing wrong.
