I've added my company exchange email to my iPad. After update the iPad OS 13.2, I’ve seen the reply and forward icons missing even in Mail App and Outlook.
I discovered this problem occurs when the reading status can't update. When I reply / forward email if the reading status can't update, it will lost the reply / forward icons.
Forgot to add solution is :
drop ios mail app àd install outlook mail app ;-( a pity but it works
I am seeing major problems with at least Email. Too many to list...EMails dont appear on screen. When deleteing multiple emails, you hit delete and they are still there, Unable to read or see emails.

Same thing after upgrading to latest iOS. IOS 12.4 is no issue
Not helpful, restarting iPad....still missing.
