What happens if they won’t let you put a card on your Apple Pay

then you do some troubleshooting. The card must be on the approved list (Apple Pay participating banks in Canada, Latin America, and the United States - Apple Support) and your region needs to be correct for your Apple ID and on your phone which must match the region the bank is in. If you can't add cards to Wallet for Apple Pay - Apple Support your region must support Apple Pay too - Countries and regions that support Apple Pay - Apple Support
