IEEE xplore papers not Loading

Hello,

Since today evening, I am having trouble accessing the IEEE Xplore through Safari on my iPad pro (3rd gen.). Usually, I try to read the papers by selecting pdf option instead of downloading the papers on to my device. Everything was fine until today evening. When I click "pdf" option on IEEE xplore, the paper does not download fully. It just shows the first page of the document (attached image). I tried clearing the cookies, deleting history etc but none of it seems to work. Can anyone please tell me how to fix this problem ? I am temporarily using Chrome at the moment but I would like to switch back to Safari because of its ease of use.
