Does Active Noise Cancellation work while music is not playing?

I work in a very active open work environment and sometimes I need to block all this out so that I can focus. I don’t always like to listen to music. I am wondering if the Air Pod Pros can function as stand alone noise cancelation (like a personal white noise machine) without the use of music.
