Why doesn't the Apple pencil work with the iPad mini 4

I'm just wondering why the apple pencil doesn't work with the Ipad mini 4 (or any older version of the ipad for that matter). Is it because the newer ipads have upgraded hardware or something?

Apple Pencil requires a specific type of display that is not present in older iPad models.
