keychain not syncing to iPhone XR

I cannot get my keychain to sync to an iPhone XR running iOS 13.1.3. I also have a 13" MBP running macOS High Sierra 10.13.6 and a iPad 4 mini running iOS 13.1.3. I have tried pretty much all the suggestions on the support site, but to no avail. The most recent was to disable the keychain on all the devices and then reenable. The mac was my primary source so I kept the passwords locally when I disabled. For the others I did not keep the passwords when I disabled. After reenabling, my mac and iPad had the correct passwords, but the phone did not - it had nothing. I did it again, this time not keeping the passwords on ANY devices when disabling keychain. I then turned it back on all devices and verified that no passwords were present. I then logged into a site on the mac and saved the password. It synced to the iPad just fine, but not the phone. I have verified that autofill is turned on and the keychain is selected. Anymore ideas???

Called support and the had me sign out of iCloud on the device that was no syncing. Everything now works!!!

I see that you're having an issue with iCloud Keychain not syncing with your iPhone. I understand wanting to get this fixed, and I'd be glad to help.

First, let's make sure that all of your iOS devices are running the latest version (13.2) of software. Once you've done that, check to see if the issue is resolved. If not, take a look at the following article with some steps that can help with iCloud Keychain. Also, if you do have to update your devices, you'll want to create a backup first and then try setting up the Keychain again, if needed.

It is still not working. I updated the iOS devices to 13.2 and updated the macBook as well with the most recent updates (High Sierra, 10.13.6). I verified the passwords were on my iPad and mac. I then turned off the keychain on all devices and not deleting the entries on the iPad. I then enabled first on iPad, then iPhone, and then the mac. Passwords were ok on the iPad and mac, but not the iPhone. I would perhaps expect something weird because the mac is a little old, but the iPad is working correctly. Passwords save on the mac show up on the iPad, but not the phone.
