Supported as to how? It will not run an iOS newer than iOS 9.3.5, but as long as it is working, I would consider it supported.

download apps, use facetime/messenger: that is up to the developer(s). Some apps are only compatible with newer iOS versions - that is the developer's decision, not Apple's.
As babowa said, it should be. FaceTime is a native Apple app, so it should continue to work, however some of the other apps being developed are 64-bit and won't work with the older technology of the original iPad Mini.
Thanks— I just wanted to know if it will continue to work if it cannot be updated further. Can I continue to access the internet? Download apps? Use FaceTime and messenger?
